U.S. Must Revise Lumber Duties

The United States needs to recalculate the duties it has applied on $5.5 billion of lumber imports from Canada to offset government subsidies, a World Trade Organization panel has ruled.

The official announcement of the ruling, which had been disclosed by industry and government officials in May, means the Commerce Department will probably have to cut the 19 percent duties and will not have to eliminate them, as Canada had argued.

The WTO agreed with the United States that Canadian provinces, including Quebec and British Columbia, subsidize their timber industry.

"The Canadians were found to be speeding, and now the fine just has to be modified," said Richard Mills, a spokesman for the United States trade representative's office. Mr. Mills said the United States would review the ruling to determine whether it should appeal.
