In a withering critique of his fellow Republicans, former Federal Reserve Chairman Alan Greenspan says in his memoir that the party to which he has belonged all his life deserved to lose power last year for forsaking its small-government principles.
In "The Age of Turbulence: Adventures in a New World," published by Penguin Press, Mr. Greenspan criticizes both congressional Republicans and President George W. Bush for abandoning fiscal discipline.
The book is scheduled for public release Monday. The Wall Street Journal bought a copy at a bookstore in the New York area.
Mr. Greenspan, who calls himself a "lifelong libertarian Republican," writes that he advised the White House to veto some bills to curb "out-of-control" spending while the Republicans controlled Congress. He says President Bush's failure to do so "was a major mistake." Republicans in Congress, he writes, "swapped principle for power. They ended up with neither. They deserved to lose."
Many economists say the Fed, by cutting short-term interest rates to 1% in mid-2003 and keeping them there for a year, helped foster a housing bubble that is now bursting. In his book, which was largely written before much of the recent turmoil in credit markets, Mr. Greenspan defends the policy. "We wanted to shut down the possibility of corrosive deflation," he writes. "We were willing to chance that by cutting rates we might foster a bubble, an inflationary boom of some sort, which we would subsequently have to address . . . It was a decision done right."
He attributes the housing boom to the end of communism, which he says unleashed hundreds of millions of workers on global markets, putting downward pressure on wages and prices, and thus on long-term interest rates.
Mr. Greenspan retired in early 2006 after 18 years as chairman of the Federal Reserve. He had served under six presidents as either Fed chairman or adviser. He now runs a private consulting company; his only formal public role is adviser to British Prime Minister Gordon Brown.
Penguin paid an advance of more than $8 million last year for Mr. Greenspan's book, according to people familiar with the matter. Promotion for the book includes appearances by Mr. Greenspan on CBS's "60 Minutes," NBC's "Today" and CNBC, interviews with foreign and U.S. media, book signings and speaking engagements. The book's official release comes a day before the most-watched Fed meeting of the year. On Tuesday, Mr. Greenspan's successor, Ben Bernanke, must decide whether to cut interest rates to cushion the economy from the reversal of the housing boom that began under Mr. Greenspan's watch.
His book is half memoir and half treatise on the state of the world and its future. While much of the ground has been covered either in his own previous public remarks or in other books, Mr. Greenspan sheds new light on many policy decisions, offers often-trenchant observations of the presidents he has known and makes some surprising economic forecasts, unmuffled by the often opaque and complex phraseology he used as Fed chairman. Critics, however, may seize on his continued defense of decisions they say led to first a stock bubble and then a housing bubble, and on some assertions that differ from the historical record.
Mr. Greenspan writes that when President Bush chose Dick Cheney as vice president and Paul O'Neill as treasury secretary — both colleagues from the Gerald Ford administration, during which Mr. Greenspan was chairman of the Council of Economic Advisers — he "indulged in a bit of fantasy" that this would be the government that would have resulted if Mr. Ford hadn't lost to Jimmy Carter in 1976. But Mr. Greenspan discovered that in the Bush White House, the "political operation was far more dominant" than in Mr. Ford's. "Little value was placed on rigorous economic policy debate or the weighing of long-term consequences," he writes.
From serving under so many presidents, Mr. Greenspan concludes that there's something abnormal about anyone willing to do what it takes to get the job. Mr. Ford, he writes, "was as close to normal as you get in a president, but he was never elected." The Watergate tapes, he says, show Richard Nixon as "an extremely smart man who is sadly paranoid, misanthropic and cynical." He recalls telling someone who had accused Nixon of anti-Semitism that he "wasn't exclusively anti-Semitic. He was anti-Semitic, anti-Italian, anti-Greek, anti-Slovak. I don't know anybody he was pro."
Ronald Reagan's ability to instantly tap one-liners and anecdotes in support of a particular policy represented an "odd form of intelligence." He describes Bill Clinton as "a fellow information hound" with "a consistent, disciplined focus on long-term economic growth" whose relationship with Monica Lewinsky "made me feel disappointed and sad."
Mr. Greenspan makes no mention of his successor as Fed chairman, Mr. Bernanke, other than in a caption accompanying a picture: "I was very comfortable leaving the post in the hands of such an experienced successor," it reads.
He devotes chapters to each of the major economic challenges facing the U.S. and the world. On energy, he recommends more use of nuclear power, and he predicts efforts to reduce global warming with carbon caps or taxes will fail. Rising income inequality could undo "the cultural ties that bind our society" and even lead to "large-scale violence." The remedy, he says, is not higher taxes on the rich but improved education, which can be helped by paying math teachers more.
Mr. Greenspan returns repeatedly to the far-reaching importance of communism's collapse. He says it discredited central planning throughout the world and inspired China and later India to throw off socialist policies. He recalls meeting a former manager of a produce distribution center in China who says he once had to labor to allocate produce according to government edict; now the allocations are made by auction. "Now I don't have to get up at four a.m.," he quotes the manager as saying. "I can sleep in and let the market do my job for me." Mr. Greenspan recalls his amazement when an adviser to Russian President Vladimir Putin asks him to discuss Ayn Rand, the libertarian philosopher with whom Mr. Greenspan had been friends.
In coming years, as the globalization process winds down, he predicts inflation will become harder to contain. Recent increases in the price of imports from China and a rise in long-term interest rates suggest "the turn may be upon us sooner rather than later."
Left alone, he said, the Fed's policy-making body, the Federal Open Market Committee, can keep inflation between 1% and 2%, but that could require forcing interest rates to double-digits, a level "not seen since the days of Paul Volcker," his predecessor as Fed chairman. "I fear that my successors on the FOMC, as they strive to maintain price stability in the coming quarter century, will run into populist resistance from Congress, if not from the White House," he writes.
If the Fed succumbs to that pressure, inflation could rise from a little over 2% at present to an average of 4% to 5% by the year 2030, he writes. Ten-year Treasury yields, now below 5%, will rise to "at least 8%" with the potential to go "significantly higher for brief periods." This, he says, will lead to stagnant returns on stocks and bonds and much smaller gains in housing prices.
Mr. Greenspan won plaudits for achieving low inflation and unemployment with just two mild recessions during his tenure at the Fed. But more recently his record has taken some knocks. Some critics fault him for not doing more to restrain the stock bubble of the 1990s, and for responding to its eventual bursting with such low interest rates that housing prices subsequently soared.
Mr. Greenspan writes that in early 1997, he told his colleagues the Fed should raise interest rates as a "preemptive" move against a stock-market bubble. But transcripts of Fed meetings from that period do not support his book's version of events: They show Mr. Greenspan argued for a rate increase principally because of inflation.

The former chairman of the US Federal Reserve has admitted he was slow to realise that subprime mortgage lending could harm the wider economy.
In the United States, about two million subprime borrowers with adjustable rate mortgages are at risk of default or foreclosure.
Now the former chairman of the Federal Reserve, Alan Greenspan, has told CBS he was slow to see the danger.
"Well I was aware a lot of these practices were going on. I had no notion of how significant they had become until very late," he said.
"I didn't really get it until very late in 2005 and 2006."
Analysts are expecting the Federal Reserve to lower interest rates next week in a bid to curb the fallout.

Former Fed Chairman Has Praise for Clinton

Alan Greenspan, who served as Federal Reserve chairman for 18 years and was the leading Republican economist for the past three decades, levels unusually harsh criticism at President Bush and the Republican Party in his new book, arguing that Bush abandoned the central conservative principle of fiscal restraint.
While condemning Democrats, too, for rampant federal spending, he offers Bill Clinton an exemption. The former president emerges as the political hero of "The Age of Turbulence: Adventures in a New World," Greenspan's 531-page memoir, which is being published Monday.
Greenspan, who had an eight-year alliance with Clinton and Democratic Treasury secretaries in the 1990s, praises Clinton's mind and his tough anti-deficit policies, calling the former president's 1993 economic plan "an act of political courage."
But he expresses deep disappointment with Bush. "My biggest frustration remained the president's unwillingness to wield his veto against out-of-control spending," Greenspan writes. "Not exercising the veto power became a hallmark of the Bush presidency. . . . To my mind, Bush's collaborate-don't-confront approach was a major mistake."
Greenspan accuses the Republicans who presided over the party's majority in the House until last year of being too eager to tolerate excessive federal spending in exchange for political opportunity. The Republicans, he says, deserved to lose control of the Senate and House in last year's elections. "The Republicans in Congress lost their way," Greenspan writes. "They swapped principle for power. They ended up with neither."
He singles out J. Dennis Hastert, the Illinois Republican who was House speaker until January, and Tom DeLay, the Texan who was majority leader until he resigned after being indicted for violating campaign finance laws in his home state.
"House Speaker Hastert and House majority leader Tom DeLay seemed readily inclined to loosen the federal purse strings any time it might help add a few more seats to the Republican majority," he writes.
He adds three pages later: "I don't think the Democrats won. It was the Republicans who lost. The Democrats came to power in the Congress because they were the only party left standing."
Greenspan, 81, indirectly criticizes his friend and colleague from the Ford administration, Vice President Cheney. Former Bush Treasury Secretary Paul H. O'Neill has quoted Cheney as once saying, "Reagan proved deficits don't matter."
Greenspan says, " 'Deficits don't matter,' to my chagrin became part of the Republicans' rhetoric."
He argues that "deficits must matter" and that uncontrolled government spending and borrowing can produce high inflation "and economic devastation."
When Bush and Cheney won the 2000 election, Greenspan writes, "I thought we had a golden opportunity to advance the ideals of effective, fiscally conservative government and free markets. . . . I was soon to see my old friends veer off to unexpected directions."
He says, "Little value was placed on rigorous economic policy debate or the weighing of long-term consequences." The large, anticipated federal budget surpluses that were the basis for Bush's initial $1.35 trillion tax cut "were gone six to nine months after George W. Bush took office." So Bush's goals "were no longer entirely appropriate. He continued to pursue his presidential campaign promises nonetheless."
Greenspan was intensely criticized for endorsing a large tax cut in 2001 in congressional testimony during the first weeks of the Bush administration. He notes that he was recommending any tax cut, even a smaller one proposed by some Democrats. But he acknowledges that those who had warned him about the perception he was backing Bush's plan were right. "The tax-cut testimony proved to be politically explosive," he writes.
Yet, he adds: "While politics had not been my intent, I'd misjudged the emotions of the moment. . . . Yet I'd have given the same testimony if Al Gore had been president."
By the end of last year, Greenspan writes with some bitterness, Washington was "harboring a dysfunctional government. . . . Governance has become dangerously dysfunctional."
However, he calls Clinton a "risk taker" who had shown a "preference for dealing in facts," and presents Clinton and himself almost as soul mates. "Here was a fellow information hound. . . . We both read books and were curious and thoughtful about the world. . . . I never ceased to be surprised by his fascination with economic detail: the effect of Canadian lumber on housing prices and inflation. . . . He had an eye for the big picture too."
During Clinton's first weeks as president, Greenspan went to the Oval Office and explained the danger of not confronting the federal deficit. Unless the deficits were cut, there could be "a financial crisis," Greenspan told the president. "The hard truth was that Reagan had borrowed from Clinton, and Clinton was having to pay it back. I was impressed that he did not seem to be trying to fudge reality to the extent politicians ordinarily do. He was forcing himself to live in the real world."
Dealing with a budget surplus in his second term, Clinton proposed devoting the extra money to "save Social Security first." Greenspan writes, "I played no role in finding the answer, but I had to admire the one Clinton and his policymakers came up with."
Greenspan interviewed Clinton for the book and clearly admires him. "President Clinton's old-fashioned attitude toward debt might have had a more lasting effect on the nation's priorities. Instead, his influence was diluted by the uproar about Monica Lewinsky." When he first heard and read details of the Clinton-Lewinsky encounters, Greenspan writes, "I was incredulous. 'There is no way these stories could be correct,' I told my friends. 'No way.' " Later, when it was verified, Greenspan says, "I wondered how the president could take such a risk. It seemed so alien to the Bill Clinton I knew, and made me feel disappointed and sad."
Known for his restrained if not incomprehensible public statements over the past several decades, Greenspan's direct criticism of Bush and his economic policies comes as the economy is emerging as an issue in the 2008 presidential race. And the man Greenspan praises so highly for fiscal probity is married to the current front-runner for the Democratic nomination, Sen. Hillary Rodham Clinton of New York.
The politically charged observations are scattered through the first half of the book, in which Greenspan offers a standard memoir covering his birth in the Washington Heights neighborhood of New York City in 1926 through his years as Fed chairman, from when he was appointed in 1987 by President Ronald Reagan to his retirement in 2006. His theme is the unequaled power of free-market capitalism; Greenspan calls himself a "libertarian Republican."
The second half offers a graduate education in global economics that is at times lucid and at times dense. Greenspan occasionally slips into his notoriously complicated Fedspeak, touring the world with detailed analysis of the global economy and the prospects in Japan, Britain, France, China, Russia, India and just about everywhere else.
He clearly considers China the big economic question of the future. "I have no doubt that the Communist Party of China can maintain an authoritarian, quasi-capitalist, relatively prosperous regime for a time. But without the political safety valve of the democratic process, I doubt the long-term success of such a regime," he writes.
"The Age of Turbulence" is likely to be mined word by word on Wall Street, where the Masters of the Universe will seek clues to how to make billions. Greenspan dives deep into his economic data, his experiences, his philosophy and meetings with world political and economic leaders.
He explains how an advanced economy hinges on property rights, the rule of law, a culture of trust, contracts, debt, reputation, self-interest and "creative destruction" — the scrapping of old technologies and processes.
He argues, for example, that the loss of manufacturing jobs in the United States — from the steel, automobile and textile industries to computers and telecommunications — "is a plus, not a minus, to the American standard of living." He maintains that immigration reform, "by opening up the United States to the world's very large and growing pool of skilled workers," will help reduce the inequality of incomes.
Without elaborating, he writes, "I am saddened that it is politically inconvenient to acknowledge what everyone knows: the Iraq war is largely about oil."
Looking ahead to 2030, he predicts that the U.S. gross domestic product will be 75 percent larger than it is now. His most dire forecast is that if the Federal Reserve is prevented from constraining inflation, the 10-year Treasury note would be "flirting with a double-digit yield sometime before 2030, compared with under 5 percent in 2006."
Greenspan has nothing but praise for hedge funds, which he describes as "a vibrant trillion-dollar industry dominated by U.S. firms." He claims that hedge funds help eliminate inefficiency in the markets. "They are essentially free of government regulation, and I hope they will remain so." He scoffs at proposals to regulate them, declaring, "Why do we wish to inhibit the pollinating bees of Wall Street?"
For all his wonkish ways, Greenspan writes with delight about his marriage to journalist Andrea Mitchell and their travels, friends and mutual love of classical music. He knows how to enjoy a good Vivaldi cello concerto in Venice.
Though cautious about the coming decades, Greenspan ultimately shows a flash of hope at the end of his memoir. "Adaptation is in our nature," he writes, "a fact that leads me to be deeply optimistic about our future."

WASHINGTON, Sept. 14 — Alan Greenspan, who was chairman of the Federal Reserve for nearly two decades, in a long-awaited memoir, is harshly critical of President Bush, Vice President Dick Cheney and the Republican-controlled Congress, as abandoning their party’s principles on spending and deficits.
In the 500-page book, “The Age of Turbulence: Adventures in a New World,” Mr. Greenspan describes the Bush administration as so captive to its own political operation that it paid little attention to fiscal discipline, and he described Mr. Bush’s first two Treasury secretaries, Paul H. O’Neill and John W. Snow, as essentially powerless.
Mr. Bush, he writes, was never willing to contain spending or veto bills that drove the country into deeper and deeper deficits, as Congress abandoned rules that required that the cost of tax cuts be offset by savings elsewhere. “The Republicans in Congress lost their way,” writes Mr. Greenspan, a self-described “libertarian Republican.”
“They swapped principle for power. They ended up with neither. They deserved to lose” in the 2006 election, when they lost control of the House and Senate.
As officials leave the Bush administration, there is no shortage of criticism of this White House: Disenchanted hawks are writing that Mr. Bush has abandoned the certainties of the first term and taken too soft a line on North Korea and Iran; from the other side of the spectrum, former officials are telling tales about how the administration bent rules on torture or domestic spying.
But Mr. Greenspan, now 81, is in a different class, by dint of his fame, his economic authority and his service across party lines. His critiques are likely to have more resonance among Mr. Bush’s base.
His book was provided to The New York Times by his publisher, Penguin Press, under an agreement that nothing would be reported until its publication date, on Monday. But The Wall Street Journal, saying it had purchased a copy from a retailer, published excerpts on its Web site on Friday night, freeing other news organizations to do the same.
Much of the book concerns Mr. Greenspan’s reflections on markets, globalization and the media’s fascination with the thickness of his briefcase on the way to meetings of the Federal Open Market Committee, which sets interest rates.
He praises President Bush for letting the Fed stay independent of political pressure, saying he was scrupulous in not trying to interfere with monetary policy — which he contrasts sharply with the pressure exerted by his father, George H. W. Bush, in the early 1990s. For years, the first President Bush has blamed Mr. Greenspan for contributing to his defeat in 1992 by failing to prevent a recession by cutting interest rates.
Of the presidents he worked with, Mr. Greenspan reserves his highest praise for Bill Clinton, whom he described in his book as a sponge for economic data who maintained “a consistent, disciplined focus on long-term economic growth.”
It was a presidency marred by the Monica Lewinsky scandal, he writes, but he fondly describes his alliance with two of Mr. Clinton’s Treasury secretaries, Robert E. Rubin and Lawrence H. Summers, in battling financial crises in Latin America and then Asia.
By contrast, Mr. Greenspan paints a picture of Mr. Bush as a man driven more by ideology and the desire to fulfill campaign promises made in 2000, incurious about the effects of his economic policy, and an administration incapable of executing policy.
The White House is clearly not eager to get into a public argument with Mr. Greenspan, whom President Bush reappointed to a fifth term in May 2004. But they pushed back at Mr. Greenspan’s central themes.
“The Republican leadership in the House and Senate kept to our top number,” Tony Fratto, a White House spokesman, said. Veto threats worked, he said, to keep spending within caps set by the White House. “We’re not going to apologize for standing up the Department of Homeland Security and fighting terror.”
Mr. Greenspan described his own emotional journey in dealing with Mr. Bush, from an initial elation about the return of his old friends from the Ford White House — including Mr. Cheney and Donald H. Rumsfeld, secretary of defense — to astonishment and then disappointment at how much they had changed.
“I indulged in a bit of fantasy, envisioning this as the government that might have existed had Gerald Ford garnered the extra 1 percent of the vote he’d needed to edge past Jimmy Carter,” Mr. Greenspan writes in his memoir. “I thought we had a golden opportunity to advance the ideals of effective, fiscally conservative government and free markets.”
Instead, Mr. Greenspan continued, “I was soon to see my old friends veer off in unexpected directions.” He expected Mr. Bush to veto spending bills, he writes, but was told that the president believed he could control J. Dennis Hastert of Illinois, the Republican speaker of the House, better by signing them.
“My friend,” he writes of Mr. O’Neill, “soon found himself to be the odd man out; much to my disappointment, economic policymaking in the Bush administration remained firmly in the hands of the White House staff.”
He was clearly referring to the political team led by Karl Rove at the White House. Mr. Rove was a neighbor of Mr. Greenspan in a leafy enclave near the Potomac River, but the two men almost never had a conversation.
In responding to Mr. Greenspan, Mr. Fratto of the White House disputed the accusation that Mr. O’Neill’s economic arguments were ignored. “Just because you don’t carry the day doesn’t mean your views weren’t considered,” Mr. Fratto said.
Though Mr. Greenspan does not admit he made a mistake, he shows remorse about how Republicans jumped on his endorsement of the 2001 tax cuts to push through unconditional cuts without any safeguards against surprises. He recounts how Mr. Rubin and Senator Kent Conrad, Democrat of North Dakota, begged him to hold off on an endorsement because of how it would be perceived.
“It turned out that Conrad and Rubin were right,” he acknowledges glumly. He says Republican leaders in Congress made a grievous error in spending whatever it took to ensure a permanent Republican majority.
Mr. Greenspan has critics as well, and they are likely to weigh in as soon as the book is published. Though he publicly disagreed with Mr. Bush’s supply-side approach to tax cuts, urging Congress to offset the cost with savings elsewhere, he refrained from public criticism that could have shifted the debate. His willingness to criticize now, 18 months after leaving office, may open him to the accusation of failing to speak out when it could have affected policy.
Today, Mr. Greenspan is indignant and chagrined about his role in the Bush tax cuts. “I’d have given the same testimony if Al Gore had been president,” he writes, complaining that his words had been distorted by supporters and opponents of the cuts.
Mr. Greenspan, of course, had been the ultimate Washington insider for years, and knew full well that politicians cited his words selectively to suit their agendas. He was also legendary for ducking delicate issues by, as he once said, “mumbling with great incoherence.”
Mr. Greenspan’s memoir describes at some length the monetary policies that many economists say fostered the extraordinary economic boom of the 1990s. In what is widely regarded as a brilliant insight, Mr. Greenspan became convinced the United States could grow faster than generally thought because productivity was climbing much faster than the official statistics implied.
Mr. Greenspan writes briefly about what may become a more troubling legacy, the housing bubble, and now the bust, that was fueled by low interest rates and risky mortgages in the last six years.
Some economists argue that Mr. Greenspan deserves considerable blame, because the Fed slashed interest rates to rock-bottom lows and kept them there for three years after the stock market collapse and the recession in 2001.
The Fed was “a prime culprit in creating the crisis,” wrote Steve Forbes, publisher of Forbes magazine, in a just-published commentary. But other economists, including critics of Mr. Greenspan, say the housing bubble resulted from much broader forces, including a dramatic drop of interest rates around the world and an explosion of mortgages that required no money down, no income verification and deceptively low initial teaser rates.
Mr. Greenspan generically defends the Fed’s action, writing: “I believed then, as now, that the benefits of broadened home ownership are worth the risk. Protection of property rights, so critical to a market economy, requires a critical mass of owners to sustain political support.”
The book appears in stores on Monday, the day before the Fed is expected to lower interest rates in an effort to prevent the collapsing housing market from taking the rest of the economy down with it.
