IAEA Chief Seeks New Nuke Security System

The head of the U.N. nuclear watchdog agency in New York Friday called for a new international collective security system, not relying on nuclear weapons.
We act like a fire brigade to put the fire out in Iraq or North Korea, but that is not the answer, Mohammed Mohamed ElBaradei, executive director of the Vienna-based International Atomic Energy Agency said. The solution is building a new system of collective security that is not based on the reliance on nuclear weapons.
Part of the new system would be to give more authority to the Vienna-based IAEA, he told the Council on Foreign Relations in New York, pointing out participation in the nuclear Non-proliferation Treaty is not obligatory.
We need to work on these issues, export controls, additional authority of the agency, the role of the (U.N.) Security Council, the feeling that this system is here to stay, non-proliferation, he said. Ideally I would like to see non-proliferation treated the way we treat genocide. Whether you are in or out of the treaty you are banned from developing nuclear weapons or weapons of mass destruction. We are far away from that.
